Meet Glen Boatwright
Mr. Glen Boatwright has over 30 years of experience in the energy industry, primarily focused natural gas pipeline safety, compliance, and emergency planning/response. Glen retired in 2024 as Vice President for York County Natural Gas Authority. In this capacity, he managed Operations and Engineering as well as various pipeline and worker safety compliance programs. Prior to joining York County Natural Gas Authority, Glen worked for Black & Veatch and Nixon & Associates, assisting clients with emergency planning and response training. Before becoming an industry consultant, Glen served as Project Manager for South Carolina Pipeline Corporation, an intrastate transmission pipeline operator. He managed the safety, emergency planning and response program as well as operator qualification, integrity management, and pipeline compliance programs. Glen also served on the SCANA Corporation Emergency Management Team during several hurricane and winter storm events.
Prior to his service at South Carolina Pipeline Corporation, Glen was an emergency manager for one of the most populous counties in South Carolina: a jurisdiction that included a nuclear facility and large industrial base. He has broad experience in responding to numerous emergencies both as a HAZMAT technician and officer, firefighter, and corporate counselor.
Glen has expertise as a trainer in emergency management, particularly in the Incident Command System (ICS) structure and in conducting detailed mock emergency exercises. Over the past several years, he has been very active in promoting emergency planning and management in the energy industry through service on a variety of associations and industry committees. He also served as a technical advisor on the development of the National Association of State Fire Marshals’ Pipeline Emergencies training program. He is currently Chairman of the South Carolina Pipeline Emergency Response Initiative Steering Committee.
A 36-year retired member of the South Carolina Air National Guard, where he held the rank of Lieutenant Colonel, Glen served in a variety of roles, including aircraft maintenance management, Inspector General, and — in his final position — providing defense support to civil authorities during state-wide disasters.
Glen holds a Bachelor of Arts degree in Political Science/Public Administration from the University of South Carolina and is based in Rock Hill, South Carolina.
